Booting DOS+program from rom in isa bus

Hi,

It´s posible to boot ms-dos from an eeprom or flash located in an isa bus, and after that loading a program also stored in the rom?

the idea is booting dos + a program whitout a HD/floppy, like an embbeded OS.
