if it's an award bios you might be able to. if it's a phoenix bios, you're out of luck. So, first run the bios agent and reply with the ID string it finds.

Phoenix - AwardBIOS v6.00PG
It says max speed 3700mhz. I was looking to overclock but my options are disabled in bios (watercooling). How can I go about doing this?

You have a branded PC, they usually do not have a single option to overclock in Bios.
