Freezes after "31 M Extended RAM Passed"

My computer (using PhoenixBIOS 4.0 Release 6.0.6) is freezing after the extended RAM Passed line and printing a 0 on the next line:

31M Extended RAM Passed
0


It still says "Press <F1> to enter SETUP" at the bottom of the screen, but the machine is no longer responsive to the keyboard. Now, there are a two interesting things:
1) I have a 32M RAM chip in there, not sure why it's reading as 31, but for every RAM chip I've tried it recognizes it as Total Amount-1 (ie. 127 for a 128M chip).
2) I can hit <F1> while it's counting the RAM and then it says "Entering Setup" at the bottom of the screen. However, as soon as it finishes counting the RAM and printing out the usual messages, it gets to the Extended RAM Passed line, prints a 0 on the following line, and just freezes there.

I have tried different RAM in different slots, different CPU, different video card in different slots, but nothing seems to fix the problem. Any idea? Searching for "0" on google is a bit difficult.

BIOD ID string please...???
