When it restarts, does it try to access the FDD ?
Did you clear CMOS after flashing ?

I am afraid it sounds as though you need to re-flash the BIOS chip, either in another motherboard or using an EEPROM programmer. Or to buy a new chip pre-programmed. As you did not say what board you have I do not know if it is possible to remove your existing BIOS chip.

If you have ISA slots on this board it may be worth putting an ISA FDD or Multi-I/O card into the motherboard to see if it tries to access the FDD using the ISA card.

Do you get any writing on the screen when the machine restarts ?
