Have you tried with Toshiba's tech support already?

I am assuming you are talking about the OS admin password and not the BIOS password, but no I do not know a way around the problem.

The good thing about a Windows admin password is that it not usually lock you out after too many attempts, so you can probably safely sit there for a half hour or hour or so trying different passwords and maybe it will come back to you.

This having failed however, I would be backing up (hopefully you do not have important data stored under the admin profiles) and reformatting to unlock as you yourself suggest.
