The "File transfer between drives" and "ADSL wire plugged" symptoms could be coincidence and misleading you. Can you please make sure all connectors are plugged properly and there are no vibrations in the system while it is in use?

Both the BIOS ROM and BIOS Flash Update Tool, you should use the one that is exactly meant for your board. And exactly from your maker's site.
for example, Intel mother board from ASUS: Dont use BIOS ROM or Update Tool from Intel site. Use the one from ASUS

Is it a USB Floppy Drive?
Can you please check whether the Floppy Drive is in the supported list in your mother board user guide?
The BIOS Boot Block is a very tiny foot print firmware. So generally BIOS vendors support very standard and limited hardware list in there.
