NOT ABOUT BIOSes (plz answer)

i know this hasn't got to do with BIOSes, but i have a doubt: how can I change the little msg that appears under my nickname in my posts; eg:

my posts say:

Luncheon Ticket
New visitors - please read the rules.

but, for instance, in Rainbow's posts say:

Rainbow
The Uniflasher

do i need any special rights to change this? or can i just change it to whatever i want?

I was wondering the same thing...also to add an icon underneath...

Guess that is for moderators only??

In any case...could a list be posted of what the steps are and their respective post count to achieve them?
