I have a PC that I'm using as storage and a while ago it stopped booting.
When I turn it on, everything sounds like it's booting (HDD/CD rom spins, lights are all on, ect) but it just sits at a black screen.
There are no beeps or anything so I can't tell what's wrong.
Is there a way to diagnose this problem without swapping out each and every component? I've tried booting it with just barebone hardware, but it still won't boot, and I don't have replacements for any of it.
No POST, no beeps.

Not the cause unfortunately.
I just tried the vid card in this PC and it boots fine.

Try to clear CMOS first.
If a system doesn't boot but also doesn't beep may be the cause of a major hardware failure (board, ram or CPU). AFAIR with all three components working there should be beeps.

what if the system just doesn't have any speakers?
I had a computer that was just like this, did not output a video signal unless you cold booted and waited an entire 30 minutes, at which point it would turn on and display the boot block recovery message. You had to have it connected to the monitor the whole time as well or it wouldn't work. After I reflashed the BIOS, it was perfect.
