Have you tried emailing eMachines technical support to see if they have a BIOS upgrade available that you could download - link is here:

Re: BIOS help
Any other markings on the board, such as:
100Y13AA
200Y13AA
010Y13AA
As KURIAKI says, some are OEM PcPartner boards, so you may have some luck with the PcPartner BIOS since the board isn't working anyway. There are 22 different BIOSes listed for the A31A...

Re: BIOS help
I think the best you can hope for is to email their customer support since they no longer have support for older boards on their site:

You didn't mention any DIMMs, so possibly PcChips A101 V1.4 - here is an image for comparison:

Re: Motherboard Driver
Verify the information below to determine if this is the correct board and try the drivers at the link at the bottom... Aristo AM-957 made by VTech/PcPartner (AP133AS13-C957) - there should be a number along the edge of the board near the ISA slot in small lettering, 35-C957-00-xx. This uses the VIA...

I'm wondering if the L suffix is simply the boxed version with Lan?

RE: Intel BIOS for Dell's motherboard ?
Your first link says the board uses the 845GL chipset, and this at the bottom: Disclosures: This is a Dell OEM motherboard, but is made by Intel. The plastic shroud around the CPU fan connector may need to be removed for use with standard CPU fan/heatsink assemblies. The Dell Dimension 2400 technica...

RE: Intel BIOS for Dell's motherboard ?
It will be a special build for Dell, possibly by Intel, although I've heard rumours Mitac is now making boards for them as well. Your board has 3 PCI slots, so the closest Intel boards appear to be: D845GVFN: http://support.intel.com/design/motherbd/fn/pix/d845gvfn_lg.jpg D845GVSR: http://support.in...

Re: can someone help me finding my bios update?
I believe Cicero is Future Shop's house brand. If you have the link where you went to check for updates - please post. It sure won't hurt trying to contact them for information (but may be an exercise in frustration).
